Quebec Life Sciences Strategy 2025-2028

The life sciences sector occupies a strategic position in Québec, both for its economic impact and its social benefits. With more than 40,000 workers and $6.5 billion injected into the economy annually, its innovations directly support the care provided to the population. To accelerate its development, the Québec government is rolling out the Québec Life Sciences Strategy 2025-2028, which provides for interventions totaling $271.5 million.

This new Strategy is based on four main objectives. First, to support the growth of Quebec companies by strengthening the financing chain, notably through the Impulsion Fund, strategic investment capital initiatives, and support from Investissement Québec. It also aims to encourage the emergence of new entrepreneurs through a dynamic ecosystem of incubators, accelerators, and specialized services in research, intellectual property, and commercialization. 

The second pillar is to stimulate industrial innovation by leveraging Québec’s strengths in public research, collaborative innovation, and clinical studies. The government wants to consolidate promising sectors and facilitate access to the expertise needed to develop innovative therapies, technologies, and health solutions.

The Strategy also emphasizes local production to strengthen supply chains, attract investment, and increase Quebec’s resilience to global disruptions. Finally, it aims to facilitate access to local, national, and international markets, in particular through more agile public procurement, close collaboration with the MSSS, reduced drug registration times, and active participation in pan-Canadian and international initiatives.

Adaptable to the current geopolitical context, the Strategy will be monitored every six months by a committee composed of industry leaders to ensure that Quebec consolidates its position as a leader in life sciences.
