Quebec Strategy for Research and Innovation Investment 2022-2027
Over the decades, Quebec has built a world-class scientific base and a dynamic innovation ecosystem, strengthened by collaborations between universities, research centers, businesses, and government actors. This positioning has enabled the province to become a world leader in strategic fields such as artificial intelligence and quantum technologies. In line with this, the Québec government is now placing research and innovation at the heart of its economic vision, with the ambition of increasing prosperity and strengthening the competitiveness of Québec businesses.
This vision is being realized through the Québec Research and Innovation Strategy (SQRI2), which is a major pillar of current economic development. It is based on a vision of the future in which Québec is bold, sustainable, inclusive, and capable of excelling on the world stage. One of its central objectives is to halve the labor productivity gap with Ontario by 2027. To achieve this, the government is planning more than $7.5 billion in investments, including additional credits and financial interventions targeting both basic research and the commercialization of technologies from the public sector.
The SQRI2 has five areas of focus. It aims to strengthen scientific excellence, foster an environment conducive to innovation, support private investment and technology transfer, develop scientific talent and culture, and focus on sectors of the future, to solve societal challenges. Twelve key actions structure these priorities, ranging from support for the Fonds de recherche du Québec to the promotion of technological entrepreneurship and the simplification of access to ecosystem resources.
